Daily Plant Inspections That Prevent Site Incidents
A machine can look serviceable from across the yard and still have a damaged hose, worn attachment pin or failed warning alarm waiting to cause an incident. Daily plant inspections are the practical control that catches those issues before an operator enters the cab, starts the engine and puts people at risk.
For construction, earthmoving and industrial worksites, a pre-start check is not paperwork for paperwork’s sake. It is a direct check that the plant is safe for the job, the operator understands its condition, and any defects are reported before they become a breakdown, injury or costly delay.
Why daily plant inspections matter on Victorian worksites
Plant remains one of the highest-risk parts of many worksites. Excavators, skid steers, telehandlers, EWPs, rollers, loaders and trucks all have moving parts, blind spots, stored energy and the potential to seriously injure workers when something goes wrong. A defect that seems minor at the start of a shift can become critical once the machine is working on uneven ground, near services, alongside pedestrians or under load.
A consistent daily inspection helps an operator identify obvious mechanical, hydraulic, electrical and safety-system faults. It also creates a clear record that the business has taken reasonable steps to provide safe plant and maintain it in a safe condition. In Victoria, employers and self-employed operators have duties under occupational health and safety laws to manage plant-related risks. A completed inspection does not remove those duties, but it is an essential part of meeting them.
There is also an operational benefit. Catching a loose fitting or low fluid level before the shift starts is generally far less disruptive than taking a machine out of service halfway through a pour, trenching job or material lift. Good inspections protect people first, while also supporting reliable production.
What a proper daily plant inspection should cover
The exact check depends on the item of plant, its age, the manufacturer’s instructions and the work it will perform that day. An excavator working near a trench has different risks from a scissor lift operating inside a warehouse. However, every inspection should be systematic enough that operators do not rely on memory or a quick glance.
Start with the area around the plant. Check for leaks, damage, obstructions, unstable ground, overhead hazards and people working nearby. Look underneath the machine before it has been moved. Fresh hydraulic oil, coolant, fuel or other fluids on the ground may indicate a fault requiring further investigation.
The walk-around should then examine the visible condition of the plant and its attachments. Operators should look for cracked welds, damaged guards, loose bolts, worn tyres or tracks, damaged hoses, missing pins and signs of excessive wear. On plant with buckets, forks, lifting attachments or quick hitches, attachment security deserves particular attention. A machine may be mechanically sound but still unsafe if the attachment is incompatible, damaged or not correctly secured.
Before operating, check the cabin or operator station. The seat, seatbelt, mirrors, windows, steps, handrails and controls must be in good condition. Rubbish, loose tools and mud in the cab can interfere with pedals or safe entry and exit. Visibility matters too. A dirty windscreen, failed wiper or damaged mirror can turn a routine manoeuvre into a strike risk.
Once the machine is started in a safe area, test its controls and warning devices as required by the manufacturer. This can include steering, brakes, emergency stops, travel alarms, horn, lights, indicators, reverse camera, boom controls and load-holding functions. Do not assume a warning device works because it worked yesterday. Plant is often shared between operators, exposed to weather and worked hard across long shifts.
A useful daily inspection typically covers these areas:
- General condition, leaks, structural damage and loose or missing components.
- Tyres, tracks, wheels, steps, handrails, guards and access points.
- Hydraulic hoses, fluid levels, batteries, fuel systems and electrical connections.
- Attachments, quick hitches, forks, lifting points and locking mechanisms.
- Controls, brakes, steering, emergency devices, alarms, lights and visibility aids.
- Logbooks, service status, safety decals and any current defect reports.
The checklist should suit the machine. Generic forms can be useful, but they must not leave out plant-specific risks. A telehandler inspection needs clear checks for forks, carriage, boom, load chart and stabilisers where fitted. An EWP requires attention to guardrails, gates, harness anchor points, emergency lowering and ground controls. The manufacturer’s operating manual remains a key reference.
The inspection is only useful if defects are acted on
The most common weakness is not failure to find defects. It is allowing a known defect to remain in use without a proper risk assessment, repair plan or decision about whether the plant must be isolated.
Operators need a clear process for reporting faults to their supervisor, plant manager or employer. The report should state what was found, when it was identified, the plant ID and whether the machine has been taken out of service. Vague notes such as “needs fixing” make it difficult to assess urgency or confirm the repair has been completed.
Where a defect affects safe operation, the plant should not be used until it has been repaired and confirmed safe by a competent person. Tagging or isolating the equipment helps prevent another worker from using it without knowing the issue exists. This is particularly important on shared sites, where a different operator may arrive later and assume the plant is ready for work.
Not every defect has the same consequence. A faded decal may need replacement but may not immediately stop safe operation. A damaged seatbelt, hydraulic leak, malfunctioning brake, cracked lifting attachment or failed emergency control is a different matter. The decision should be based on the level of risk, the manufacturer’s requirements and the conditions of the planned work, not pressure to keep the job moving.
Daily checks do not replace maintenance or competency
A pre-start inspection is one layer of plant safety. It does not replace scheduled servicing, statutory inspections where applicable, maintenance records, risk assessments or operator training. It is also not a substitute for a verification of competency assessment when an operator is new to a machine, returning after a long break or being asked to perform unfamiliar work.
Employers should make sure operators know how to inspect the specific plant they use, recognise common defects and understand when to stop work. An experienced excavator operator may be highly capable, but competency on one model or attachment does not automatically transfer to every configuration. Controls, visibility, safety systems and operating limits can vary considerably.
Supervisors also have a role beyond collecting completed forms. They should review recurring defects, check that reports are being completed honestly and ensure repairs are closed out. If several operators report damaged hoses, poor visibility or unreliable alarms on the same machine, that pattern needs action. Repeated defects can point to inadequate maintenance, harsh operating conditions or a gap in how the plant is being used.
Making daily inspections practical, not rushed
The best inspection process is one that operators can complete properly before work begins. If the site expects checks to be done after the machine is already needed, they will be rushed. Allow time at the start of the shift, provide an inspection form that matches the equipment, and ensure reporting is straightforward.
Paper logbooks and digital systems can both work. Paper may suit smaller crews or remote locations where devices are impractical. Digital reporting can make trends, photos and repair follow-up easier to manage across a larger fleet. The method matters less than consistency, accuracy and a clear response when an issue is found.
Training should use real plant and real site examples. Operators need to understand why a small leak matters, how to inspect a quick hitch correctly, and what to do if an alarm does not operate.
