On a construction or industrial site, using the wrong term can lead to the wrong course being booked. The EWP ticket vs scissor lift ticket question matters because a boom lift and a scissor lift do not always carry the same licensing requirements, even though both are elevating work platforms.

For operators, the difference affects employability and confidence on site. For employers and supervisors, it affects compliance, plant allocation and whether workers have been properly trained for the equipment they are being asked to operate. The right outcome is not simply a card in a wallet. It is verified competency for the specific machine, work environment and task.

What people mean by an EWP ticket

“EWP ticket” is commonly used as a broad term for training to operate an elevated work platform. That can include scissor lifts, vertical lifts, trailer-mounted booms, articulating boom lifts and telescopic boom lifts. However, the term can also refer specifically to the nationally recognised high risk work licence required for certain boom-type EWPs.

In Victoria and across Australia, a boom-type elevating work platform with a boom length of 11 metres or more requires a high risk work licence. The relevant unit is TLILIC0005 Licence to operate a boom-type elevating work platform (boom length 11 metres or more). Successful applicants are assessed by an accredited assessor and, once issued, hold the appropriate high risk work licence class.

This is the licence many employers mean when they ask whether an applicant has an “EWP ticket”. It applies to the size and type of boom, not simply to any machine that elevates a worker. A boom lift can place the basket beyond the machine’s base, creating different operating hazards from a vertical-only platform.

Boom-type EWPs under 11 metres do not require this high risk work licence. That does not mean an untrained person can operate one. Employers still have duties under Victorian occupational health and safety law to ensure operators are adequately trained, instructed and supervised for the equipment and work being undertaken.

What a scissor lift ticket covers

A scissor lift raises its platform vertically using a crossed, folding support mechanism. Unlike a boom lift, it does not normally extend the platform out and away from the machine’s base. It is often used for internal fit-outs, warehouse work, maintenance, electrical installation, cladding, glazing and general construction work where workers need a stable elevated platform.

A scissor lift does not require the 11-metre boom-type EWP high risk work licence. Instead, operators generally need recognised EWP training and a Statement of Attainment for the relevant nationally accredited unit, commonly RIIHAN301E Operate elevating work platform. Site-specific familiarisation and verification of competency may also be required.

This distinction is where many workers get caught out. Holding a high risk work licence for a large boom lift does not automatically demonstrate current competency on every scissor lift model. Equally, completing scissor lift training does not authorise a worker to operate a boom-type EWP over 11 metres where a high risk work licence is required.

The machine, its controls, safety systems and the task all matter. A worker may understand basic elevated work principles but still need instruction on the particular platform, manufacturer requirements, emergency lowering procedure, battery charging arrangements or terrain limitations of the machine on site.

The simplest way to separate the two is by looking at the equipment and its reach. A scissor lift ticket relates to competency in operating an elevating work platform that generally travels and lifts vertically. An EWP high risk work licence applies to boom-type platforms with a boom length of 11 metres or more.

The difference is not about one qualification being better than the other. It is about matching training to the plant being used.

A worker operating a six-metre electric scissor lift inside a warehouse may need nationally recognised EWP training, site induction and familiarisation with that machine. A worker operating a 15-metre articulated boom lift on a construction project needs the relevant high risk work licence, as well as site-specific instruction and a clear understanding of the task plan.

For smaller boom lifts, employers should assess what training and evidence of competency is appropriate. The absence of a high risk work licence requirement does not reduce the need for safe work practices. Entrapment, falls, uneven ground, overhead services, traffic movement, wind conditions and poor pre-start inspections remain serious risks.

When do you need a high risk work licence?

You need a high risk work licence when operating a boom-type elevating work platform with a boom length of 11 metres or more. This requirement applies whether the boom is articulated or telescopic, and whether the machine is diesel, electric, ute-mounted or trailer-mounted.

The 11-metre measurement refers to the boom length, not the working height shown on the machine decal. These figures can be very different. A platform with a working height above 11 metres may not necessarily have an 11-metre boom, while another machine may fall within the licensing requirement based on its boom dimensions. Always confirm the plant specification rather than relying on assumptions.

For contractors, a high risk work licence should be current and available for verification before allocating a worker to an applicable boom lift. For labour hire and subcontractor arrangements, checking licences at mobilisation is sensible, but it is not enough on its own. Supervisors should also confirm experience, recent use and ability to operate the particular EWP safely.

Training is only one part of site compliance

A ticket or licence demonstrates a level of formal training or assessment. It does not replace the systems needed to control risk on site. Before operating any EWP, the operator should understand the manufacturer’s operating instructions, complete the required pre-start checks and identify hazards in the work area.

Particular attention is needed around overhead powerlines, penetrations, voids, suspended loads, overhead structures and vehicle routes. On outdoor sites, ground bearing capacity, slopes, weather and wind limits can quickly change whether a machine is suitable. On indoor sites, narrow aisles, doorways, racking, sprinkler pipework and pedestrian exclusion zones require equally careful planning.

Rescue planning also deserves more than a box-tick. If an operator becomes incapacitated in an elevated platform, workers on the ground need to know who can operate the emergency controls, how the area will be controlled and when emergency services must be contacted. Waiting until an incident occurs is not a rescue plan.

Choosing the right course for your work

Start with the equipment you need to operate now and the work you expect to pursue. If your role involves scissor lifts and smaller EWPs, nationally accredited EWP operator training may be the appropriate starting point. It provides a practical foundation in planning, pre-operational checks, safe operation, shutdown and reporting faults or hazards.

If you will operate boom-type EWPs with a boom length of 11 metres or more, you need to pursue the relevant high risk work licence. Workers who regularly move between construction, maintenance and industrial sites may benefit from holding both the high risk work licence where required and current evidence of competency for the broader range of EWPs used by their employer.

Employers should avoid booking a generic course based only on the phrase “EWP ticket”. Review the plant register, confirm the models and boom dimensions in use, and consider the environments workers will encounter. This avoids sending workers to training that does not meet site or project requirements.

For experienced operators, a verification of competency can be valuable where an employer needs current, documented evidence that a worker can safely operate a particular type of plant. It is particularly useful after a long break from operating, when changing sites, or when a client requires a formal competency check before access is granted.

Questions operators and employers should ask

Before enrolling, ask whether the course leads to a high risk work licence, a Statement of Attainment, or an industry card. These are not interchangeable documents. Ask which EWP types are included in the practical assessment and whether the training reflects the machines used in your workplace.

It is also worth confirming whether site induction, familiarisation or additional competency assessment will still be needed after training. On well-managed sites, the answer is often yes. Formal qualification establishes a baseline; safe operation depends on applying it to the machine and conditions in front of you.
