A reversing excavator, loader or telehandler can create a fatal risk in seconds when people are working within its blind spots. That is why supervisors regularly ask, when are plant spotters required? The practical answer is not simply every time plant moves. On Victorian worksites, a spotter is required when the risk assessment, site conditions, applicable safety requirements or utility rules identify that a competent person is needed to keep people and plant safely separated.

A spotter is one control within a broader traffic management and plant safety system. It must never be used as a substitute for proper planning, exclusion zones, operator competency, plant maintenance or clear communication.

There is no blanket rule for every item of plant

Victorian occupational health and safety duties require employers and persons in control of workplaces to eliminate risks so far as reasonably practicable. Where elimination is not possible, risks must be reduced using effective controls. Mobile plant creates well-known hazards: blind spots, unpredictable movement, unstable ground, suspended loads, changing work fronts and workers entering an operating area.

A spotter may be the right control where those risks cannot be adequately managed by physical separation or other measures. But a spotter is not automatically required merely because an excavator, skid steer or forklift is operating. The question is whether people can be kept out of the plant operating zone and whether the operator has sufficient visibility and control for the task.

For example, an excavator operating in a properly barricaded trenching zone may not need a spotter if no person can enter the swing radius or travel path. The same excavator working beside labourers, delivery vehicles and existing services may require a dedicated spotter because the work area is shared, congested and constantly changing.

When a plant spotter is generally required

A competent spotter should be used when workers, visitors or other plant could enter an area the operator cannot safely see or control. Common situations include reversing, tight manoeuvres, loading and unloading, operating near pedestrians, and work in crowded or restricted spaces.

The need is particularly strong where a plant operator has limited vision behind, beside or close to the machine. Cameras, mirrors, alarms and proximity systems improve visibility, but they do not remove every blind spot or guarantee that a person will stay clear. Mud, glare, dust, rain, noise and distractions can all reduce their effectiveness.

A spotter is also appropriate where plant is working close to structures, excavations, stockpiles, traffic routes or other mobile equipment. In these areas, the spotter helps maintain the exclusion zone, gives agreed directions to the operator and stops the task if conditions change.

The highest-risk circumstances include:

  • Reversing or slewing plant where pedestrians may be present.
  • Loading trucks, trailers or bins where drivers or workers may leave the cab or enter the loading area.
  • Manoeuvring near site entrances, public areas, shared accessways or delivery zones.
  • Moving plant in confined spaces where the operator cannot see clearances, people or obstructions.
  • Working near overhead or underground services, particularly electrical assets.

Even then, the site should first consider whether the task can be redesigned. Can pedestrian access be rerouted? Can deliveries be scheduled outside plant movements? Can the machine travel forward rather than reverse? Can barriers create a genuine exclusion zone? These controls are generally more reliable than depending on a person to watch every movement.

Plant spotters near powerlines have a specific role

Working near overhead electric lines requires additional caution. In Victoria, electrical safety requirements, network operator rules and no-go zones may require a dedicated safety observer before plant, loads or attachments approach overhead lines. This is often referred to as a powerline spotter or electrical safety observer.

This role is different from a general plant spotter. The observer must focus solely on maintaining safe clearances from the electrical asset. They cannot be expected to direct trucks, manage pedestrians, answer a mobile or perform another job at the same time.

The required clearance and controls depend on factors such as the voltage of the line, the type and height of the plant, the task, the movement of booms or loads, and advice from the electricity asset owner. A tipper body lifting beneath lines, an excavator raising a boom, or a crane moving a load can all enter a danger area even where the machine itself began at a safe distance.

Do not guess line voltage or safe approach distances. Identify the asset before work starts, obtain the required information from the relevant electricity business, and establish the work method, exclusion zone and observer arrangements. Where the work cannot be completed safely, the line may need to be isolated, relocated or the task changed.

What a competent plant spotter needs to do

A plant spotter must understand the task, the machine’s movement and the agreed communication method. They need a clear view of both the operator and the hazard area, while remaining outside the plant’s path, slew zone and crush points.

Before movements begin, the operator and spotter should agree on hand signals or radio calls, the travel route, stopping points and the rule that applies if communication is lost. The rule should be simple: if the operator cannot see the spotter or cannot clearly understand the instruction, stop the plant.

The spotter must not stand between plant and a fixed object, walk backwards into danger, ride on steps or attachments, or position themselves under raised loads. They should wear suitable high-visibility PPE, but high-vis clothing is not a control on its own. Visibility, distance and exclusion zones matter more.

A useful arrangement is for the spotter to control pedestrian entry while the operator completes a defined movement. Once the machine is parked, lowered and made safe, normal access can resume. This avoids the common problem of a spotter trying to track several people, machines and changing hazards at once.

The operator and supervisor still carry responsibilities

Using a spotter does not transfer responsibility away from the plant operator. Operators must hold the appropriate competency for the plant they are using, conduct pre-start checks, follow site procedures and stop if the task becomes unsafe. They must not continue moving because a supervisor is pushing for production or because they assume the spotter has everything covered.

Supervisors must ensure the spotter is genuinely available for the role. Assigning a labourer to spot while they are also slinging loads, guiding deliveries or completing another task creates divided attention and weakens the control. The spotter should be briefed on the site traffic management plan, plant exclusion zones, emergency arrangements and any service hazards before work begins.

Employers should also check that their plant risk assessment reflects real site conditions. Generic paperwork will not address a new delivery route, a changed excavation, a wet access track or multiple contractors working in the same area. Review controls whenever the work front, plant type, weather, visibility or pedestrian activity changes.

Managing plant movements without relying only on a spotter

The safest worksites design people and plant apart from the start. Clearly marked pedestrian routes, physical barriers, designated loading zones, one-way traffic systems and scheduled deliveries reduce the chance that a person will need to work near moving machinery.

Technology can provide useful support. Reversing cameras, audible alarms, mirrors, detection systems and lighting can assist operators, particularly in poor visibility. However, equipment must be maintained and operators must understand its limits. An alarm can be ignored. A camera lens can be dirty. A proximity device may not detect every person or object.

Training is equally central. Plant operators need more than a ticket or past experience. They need verified competence on the specific machine and task, along with an understanding of site rules, exclusion zones and safe communication. Spotters need clear instruction on their role, authority and limits.

A practical decision before plant starts moving

Before assigning a spotter, ask whether pedestrians can be removed from the area entirely. If not, identify the operator’s blind spots, the plant travel path, nearby work activities and any overhead or underground services. Then decide whether barriers, changed work sequencing, a traffic controller, a dedicated plant spotter or an electrical safety observer is required.

Where a spotter is used, make the arrangement deliberate. Nominate one competent person, establish communication, define the operating boundary and give them authority to stop the work. That approach protects workers far better than treating a spotter as an informal extra on a busy site.

For Victorian employers and operators, the safest answer is always based on the actual task. Plan the movement, separate people from plant wherever possible, and use a dedicated, competent spotter whenever visibility, proximity or electrical hazards leave no safe margin for error.
